Refs #12439 Rename 'javascript/src/Plugins/tinymce.charCount.js' to 'tinymce.charcount.js' (lowercase 'c'). Currently the mockup richtexteditor.html tries to load 'tinymce.charcount.js'. Also the final file 'qfq.charcount.min.js' is written in lowercase.
