Makefile: add 'composer update' to target 'basic'

F4922 / Excel Import: moved Lib again - to get the autoloader running, we need the composer inside our extension - else we would need the one delivered by typo3, which will result in more effort to integrate in QFQ.

F4922 / Excel Import: remove PHPExcel, new PhpSpreadsheet. The lib is not part of QFQ Repo - to install locally, do: make Bootstrap

Evaluate.php: if AutoCron.php is called via commandline, Evaluate.php had problems to interpret tenary operators. Fixed.

Documentation about #!report is extended.

Config.qfq: central defaults for DATA_MATH, DATA_ERROR

Bug 6281: Record-Store wird zwischengespeichert und nach Ausführen des form-Reports wiederhergestellt. fillFormStoreRecord kann deshalb immer auf true gesetzt sein -> Variabel gelöscht. Bug ist damit behoben.
