S20203, Changed the point when CheckForAttack happens.

Zen Zalapski requested to merge S20203_qfq.log-File-bei-security-exception-only-default-path into develop

CheckForAttack now gets executed after the config has fully been initialized with T3 config so that the config path (if defined) gets used instead of the default path .
