Refs #16236 - Overhaul sqlValidate() dialog and logging. Parameter messageFail is still supported and the alert uses default values (behaviour has not changed). The parameter exception determines if an error should be logged. By default, or with exception=0, no logging occurs and a plain error message (string only) will be thrown by InfoException. If the parameter exception is set (exception[=1]), an UserFormException will be thrown without debug info and details (for users and developers).

Refs #16236 - New design/behaviour for debug info (hidden by default). Additional alert button to show/hide debug info and detail.
