Fixes #13818. Maybe there is a better place to fix the typeahead array issue than to sanitize all possible types of value

S13818 Changed to check only value of array. Because key(id) as a number is not needed to check. It doesnt has impact to output. An array is only given if typeAheadSql with id and value is used.

S13818 Implemented check if $value is array and do the check in a foreach loop for every string in this array.

B11134: Changed the way of calculating expireDate. Default secure is set to false (to get cookies over HTTP) and added commentary how to set it correctly to true if needed. Tested under PHP 7.2. Test under 7.3 or higher must be made.

WIP: site request over http works fine with login. With https there are some problems to get to the page.

F10096 Fixed problem of not showing time in FE_Type 'time'. Now only time will be shown if this type of FE is choosen.

F10096. Datetimepicker expanded function with own parameter keys and corrected default dateFormat string.

B13562. Place to set default from baseUrl is now changed from DatabaseUpdate to Config file and code is costumized.

B10646 Check for existing typeAhead and if key is 'query' to change maxLength to prevent session destroy

F13527. recordId variable and record id from sip store will change to zero if multi-mode from form is not 'none'.
