F11980: Implemented discussed changes like possibility to write own wget command. htaccess file will be created automatically and after that check for protected folder is executed. Two different exception handle for unprotected folder and invalid wget. Changed Configuration template.  Added documentation. WIP: Unit test works successful but output '.../fileadmin/protected/qfqProject/conf/qfq.json 500 Forbidden' is given.  refs #11980
