Fixed #7639. Update Manual.rst. Fake STORE_SIP so it can be used during processing sql1. Fixed bug that the currently form loaded record is available via STORE_RECORD.

Implements #9617. a) formModeGlobal=requiredShowOnly set's the form attribute. The new STORE_VAR 'allRequiredGiven' is set

Fixes #1201. FE.parameter option has never been implemented. According https://developer.mozilla.org/en-US/docs/Web/HTML/Global_attributes/tabindex only the values '0' and '-1' are good. 'tabindex' has been removed from Manual.rst. FormEditor.sql has been changed that all links are 'tabindex="-1"'.

Refs #8204. Copy requiredPosition from Form to FormElement has been moved from 'formElementSetDefault()' to 'copyAttributesToFormElements()'

Replace pdftk by pdfunite. 'pdftk' is outdated. It's hard to install on Ubuntu 18. It fails for recent PDFs. 'pdfunite' is based on poppler. URLs are preserved. Orientation and size are preserved.

Fix undefined index. Refactor functions.sql to function.sql. Inplement constants for Version numbers.

Fixes #8278: Bug 1 - check GET Vars but try to report problem from POST var. Bug 2: writing log message crashed due to not initialized QFQ-config.

Fixes #8067. Feature: url-sip / url-sip-skip-history - Form forwarding can now be used with SIP encoded parameter.
